Preface

In January 1995, the Classroom Issues Committee comprising senior officials from the Departments of Education, Justice, Health, and Social Services, the Newfoundland and Labrador Teachers' Association, and the Newfoundland and Labrador Schools Boards' Association released their report to the Social Policy Committee of the Provincial cabinet. This report contained 69 recommendations one of which addresses the rights and responsibilities of students. It reads:

In recognition of the need to educate students of their rights and responsibilities with respect to their interactions with others, appropriate curriculum modules be developed to address students' rights and responsibilities as citizens, as children, as alleged perpetrators or victims of criminal offences, as members of social groups at the family and community levels. This curriculum should be specifically tailored for delivery at the primary, elementary, junior high, and senior school levels.

To ensure this recommendation was implemented, a students' rights and responsibilities working group was established to develop a curriculum module for each level of schooling (primary, elementary, intermediate, and senior high), on the rights and responsibilities of students.

The Department of Education gratefully acknowledges the contributions of the Working Group in the preparation of these modules. The members are as follows:
